It is technically not possible to make a saddle in Minecraft, you will have to find one in order to be able to ride a horse, a pig or even a Strider.

In the Bedrock edition, they are found in 2.4% of fortress chests and 12.8% of jungle temple chests, in groups of 1.

Village tanners at the master level have a 50% chance of selling a saddle for 6 emeralds as a trade [Bedrock Edition only].
Getting a Minecraft saddle when a mob dies.
All monsters that the player equips with a saddle will drop the saddle when he dies. Pests always drop a saddle when they are killed.
In Java edition 1.16, a surveyor can appear while being ridden by a zombified pig, so he will have a saddle. This saddle has an 8.5% chance of falling, each level of the Pillage enchantment increases this percentage by 1%.
